Domestic Trade (former MESA): National trade register for controlled substances
Informations
For domestic trade, persons and companies with a license from a federal authority must report every release of controlled substances listed in schedules a, b, d, and e to the institute in the following cases:
- the delivery of controlled substances to domestic recipients
- the return of controlled substances and medicinal products containing controlled substances to the supplier
- shipments to the competent cantonal authority
The reporting is done with the NDS-WEB portal starting March 2026.

Frequently asked questions about the replacement of MESA with NDS-WEB2
Do I need to register for a new account for the «Domestic Trade» module in NDS-WEB2, even if I am already using NDS-WEB2?
Yes. You need in any case a new account for the «Domestic Trade» module in NDS-WEB2. Already existing accounts cannot be linked.
What should I do if I don't receive a code during two-factor authentication?
Please contact us at mesa@swissmedic.ch and we will reset the two-factor authentication for you.
How do I create a new account in the Authenticator app?
Go directly to the Authenticator app and tap the + sign (see image). Then tap “Other” and scan the displayed QR code with your smartphone. After scanning, the new profile will appear in the Authenticator app. Name this account with a unique description (e.g. NDS-WEB Domestic).
I can no longer log into NDS-WEB2 - I get the message «Login failed». What should I do?
Your account password has likely expired (by default every 90 days) and needs to be reset. To do so, follow these steps:
- Login
- Enter «User name»
- Leave the «Password» field blank
- Click “Forgot Password?”
You can also reset your password even if you’re not sure whether it has expired or not.
Are lines that generate a warning still uploaded to NDS?
Is a warning included in your confirmation email the corresponding entries were NOT uploaded and need to be amended/changed and added separately to the system.
Who should I contact in case of issues with domestic trade notifications?

Why do I no longer receive a transaction confirmation? How can I query the data uploaded?
The transaction confirmation known from the former MESA system does no longer exist. GLN and/or GTIN causing warnings are directly reported in the confirmation email after the upload and can be verified directly without creating a query first. All data in section «Status» is directly being transferred to the «Report» section and can be queried and exported into Excel in the «Report» section.
Do GLN numbers from the Principality of Liechtenstein no longer trigger warnings?
Yes, in NDS-WEB2 Domestic Trade, GLN numbers for doctors and businesses in the Principality of Liechtenstein no longer trigger warnings; these numbers are now also managed within our system, and manual checks via the FL website are no longer required.
What criteria are used to sort the data in the uploaded files in «Status» section?
This has been omitted. As analyses can be carried out immediately after uploading in future and the data is exported to Excel, sorting can be done in Excel.
Do domestic deliveries need to be endorsed in NDS-WEB2 in the same way as imports/exports?
No, domestic deliveries do not need to be confirmed by the recipient in MESA, as has been the case up to now. They are reported solely by the supplier. However, the recipient can now generate a report on the deliveries reported to them.
What should I do if a retailer’s address in NDS-WEB2 Domestic Trade does not match MedReg/BetReg or is not listed?
Holders of a license to handle controlled substances are obliged, in accordance with Art. 10 of the Narcotics Ordinance, to verify the authorization to purchase. MedReg/BetReg is the sole valid data source for retailers (Source of Truth).
